Municipalities as ever need to keep their workforce up to speed with emerging skills and capabilities to embrace new technologies and ways of working.

We have found success working with several clients using the Skills Framework for the Information Age (SFIA). Several of our consultants are certified in using SFIA. The framework provides a consistent definition of required skills, capabilities and attributes for the Information Age to conduct skills assessments and build job descriptions.

The framework identifies seven levels of responsibility that are straightforward, progressive, generic and universally applicable.

  • Level 1 – Follow

  • Level 2 – Assist

  • Level 3 – Apply

  • Level 4 – Enable

  • Level 5 – Ensure, advise

  • Level 6 – Initiate, influence

  • Level 7 – Set strategy, inspire, mobilize

Skills target levels can be used to develop job descriptions that enable succession planning as part of the hiring process as well as for career planning.
