A Responsible AI Use Framework for a collaborative spanning 13 upper and single-tier municipalities and 103 area municipalities.

The challenge

A fall 2025 survey of 256 respondents across member municipalities found more than 75 per cent of staff already using AI tools without formal guidance. Only 7 per cent reported a policy, guidelines or training, 15 per cent had received training, and 60 per cent were using AI personally outside work.

What we did

Perry Group developed a Responsible AI Use Framework responding to MFIPPA updates and the Enhancing Digital Security and Trust Act. We built nine guiding principles, a draft AI policy, a procurement checklist, a use case decision tree, a prompt library and an incident response guide, alongside a three-stage adoption roadmap.

The outcome

The Framework was published in February 2026 with an Executive Summary and a Staff Guide following in April 2026. The adoption roadmap moves through Explore, Norm and Scale stages, targeting 30 to 50 per cent of staff using AI monthly and documented time savings of 5 to 10 per cent for regular users. A background primer AI workshop drew more than 100 attendees.
