An IT organizational review and redesign following the City's 2024 cybersecurity incident.

The challenge

Hamilton, serving more than 580,000 residents, needed to redesign its IT organization in the wake of the 2024 cybersecurity incident.

What we did

Perry Group ran a four-phase approach covering organization design goals and change management, functional structure and job role definition, final structure and transition planning, and the implementation plan. The work was guided by the City's Corporate Design Principles and informed by ITIL 4, the NIST Cybersecurity Framework, CIS Controls, the SWORM model and SFIA.

The outcome

The Final Report recommends a Federated Target Operating Model built on five strategic imperatives, including a three-Director structure to distribute leadership accountability and a hybrid Security and Network Operations Centre combining internal expertise with MSP capability.
