An IT strategy addressing an underbuilt governance layer sitting on top of a strong operational foundation.
The challenge
RDCO had a strong operational foundation and centrally managed infrastructure, but the governance layer was underbuilt. Principles, policies, standards and architecture were not consistently defined, and steering was only partial.
What we did
Perry Group assessed the Municipal Technology Model, IT governance, IT organization and strategic risks, then ran a visioning session to set the future-state vision and strategic priorities. We followed with organization work proposing structure changes.
The outcome
The District received an IT strategy with seven strategic priorities covering enterprise IT governance and portfolio discipline, service reliability and resilience, cyber as a business risk program, AI enablement, information management and privacy, modernization, and OT critical operations. Information Services is targeted to move from Service Provider to Trusted Advisor and Strategic Partner.
